I was walking from Gallaudet University down West Virginia Ave when I saw a sketchy looking guy walking towards me. I was on the phone with my friend so I wasn’t paying too much attention. Then I noticed he seemed to be grabbing for something, and I noticed his entire penis was hanging out of his pants. He was rubbing it and as soon as he passed me, a cop drove by. Perfect timing, eh? I flagged her down and she took so long to stop that she stopped right in front of him, causing him to zip up and scamper off. I still had him in sight and was was frantically trying to explain what happen so the she could get him but she just sat there. I told her “I still see him, please do something” but she gave me this “what do you want me to do about it” look. I asked, “masterbating in public is illegal, right”. I saw that she wasn’t going to help me so I turned around and continued on my walk. I called my friend back and I noticed the cop was driving next to me. After about 10 seconds of her following me, I turned to her and she rolled down her window to ask me where I was going. I said “home, where are YOU going?” and she turned around as if she was going to look for the guy. Obviously, he was long gone by now. Thanks for nothing DCPD.

Update: I called 911 and they said they would send someone out to check Trinidad..for the masterbator in a black coat and jeans. Thanks for the help.
