Went to Meridian Hill Park to read, sat there by myself until I noticed an older man looking at me through the bushes and slowly masturbating. No one else was around and I called 911. The lady on the phone was extremely nice, but the police didn’t come until thirty minutes later and by that time he had leisurely exited. He is white, about 5’8″, in his 40s with a navy baseball cap, jeans, and a navy parka. White beard/mustache. Children were playing behind him. I hope he rots in hell.
